The Dream Realm is the birthplace of all dreams and a truly strange place that extends past the Cosmos and into the vast Infinity of the Outer Void. It is a realm of ideas where anything can and will happen. Upon touching the Cosmos for the first time, it created a realm known as Somnium, a Cosmos-like realm where the corporeal and incorporeal meet. Why those who dream travel to the Dream Realm and Somnium upon sleeping is unclear, but sometimes those travelers peak the interest of entities beyond their wildest imaginations. Sirius Fractal is one of those entities.
Sirius was originally a figment of the imagination, but the dreams of an entity lost to history brought the Cosmos to his attention. After materializing in Universe-SP832az (a universe within the Somnium Menger Sponge), he began exploring Somnium and The Cosmos. After noticing entities from his home realm traveling to Earth-23, he sought out that universe to see what was the big deal. He would learn about The Anomaly Containment Foundation after they had found him, and he asked to join them. The ACF was surprised, but Sirius was insistent as he was interested in humans and the potential they had.
A dream construct is an entity that starts out as an idea in the Dream Realm that gains physical form for one reason or another. Always shifting and appearing ethereal, these entities are not bound by most of the constraints of Cosmos. Sirius and his ilk are also memetic entities that can appear in any story or dream they desire, if the author or individual knows about them. It should be noted that Sirius is nowhere near as chaotic as entities like The Red Man. Sirius will always stay in the background of a narrative, collect any information he needs, and be on his way while shutting the door on his way out.
Chronomancy is a unique form of aberrant magic that involves the manipulation of time and events that are destined to happen. Often seen amongst the Time Watchers, this magic allows the user to tap into the flow of time and almost any magic they want or need. Unlike the obscenely powerful superposition manipulation of The Reverse Serpent, Chronomancy cannot create events, only use those that already exist. Chronomancy has a lot of potential regardless, with some chronomancers creating their own unique spells made from magic from all over The Flow of Time. Sirius prefers his quantum fire, a blood-like flame that can be both warm and cold.

Yes, this is UMAE's equivalent of W.D. Gaster, as he fills GTALT Gaster's role in ULTRAMagic Interval. Also a little trivia, Orion from the same book comes from the Somnium Menger Sponge. I'll either have to draw him or cover his lore eventually. I have plans to do a Dream Realm lore entry eventually. Perhaps I should get around to that.
